Step 1: Register and Pre-Qualify Your Business

  • Let State buyers know what products/services you offer
  • Join the State's list of pre-qualified bidders - so you can submit bids in fewer steps
  • Join special programs for small and diverse businesses

  • This list of commodities classifications will help you identify the proper supply/service codes to enter on the Bidder's Application Form (BAF)
  • Small businesses: If you are a small Illinois business per Section 11 of the Bidders Application Form, you may qualify for the Small Business Set-Aside Program.

Complete the streamlined Outside Certification Affidavit [PDF, 19KB] Download Adobe Reader, if you are currently certified by one of the following entities:

  • Illinois Department of Transportation (IDOT)
  • Chicago Minority Business Development Council(CMBDC)
  • Womens Business Development Center (WBDC)
  • City of Chicago
  • Chicago Transportation Authority (CTA)
  • METRA
  • PACE
  • Cook County
