Qualified State vendors can obtain a line of credit to help them manage their cash flow through our State Vendor Working Capital Program.
Governor Blagojevich is committed to increasing state procurement opportunities for small Illinois companies. Our Small Business Set-Aside and Business Enterprise Programs have made significant progress in this area, however, we understand that some potential vendors still do not competitively bid on state contracts due to their need for immediate cash flow.
That’s why CMS has teamed up with Illinois banks to create a unique program to provide working capital to businesses once they’re awarded a contract from the State.
Now, a qualified business (subject to bank credit approval) can present the bank with a State invoice and receive financing for up to 150 days. This helps small State vendors compete by putting them on an equal footing with larger companies in terms of liquidity and positive cash flow.
